Former Vice Chancellor’s Daughter To Re-pay Varsity Sh1.8 Million Illegal Salary

Masinde Muliro University has surcharged a lecturer of Sh1.8 million she earned fraudulently without working.


Sandra Barasa left the university in 2006 to pursue her PhD at Leiden University in Netherlands but failed to return after three years as required, but still continued to draw salary from the university.


Sandra is the daughter of immediate former university vice chancellor Prof Barasa Wangila who was replaced by Prof Frederick Otieno early this month.


She was a lecturer in the department of Languages and Literature Education.


“You promised to inform us how you intend to clear government liability totaling to Sh1.8 million erroneously paid to you as salary, house allowance and pension contributions but has to date not responded,” reads a letter to her by the university registrar R.C. Atamba.


The letter says a legal officer has been instructed to institute legal mechanisms of recovering the money owed to the university to be calculated as per the bond obligations.


Study leave bonds require a staff on paid study leave to render services to the university for a period equivalent to the study leave period or pay the university an equivalent of money in salaries for the period.


“It is noted that to date, you have neither submitted your PhD certificate as proof that you successfully completed your studies nor reported on duty as required,” the letter reads.


The letter says Carolyne Omulando and Yudah Ndiku, who were Sandra’s sureties for the bond she signed on September 30 with the university, will pay the college for her failure to adhere to the bond terms.


Atamba said Sandra requested for extension of unpaid leave in December 2012.
