Job Title: Programme Officer (Livelihoods)

Accountabilities:
Under the direct supervision of the Programme Officer (FFA) and the overall supervision of the Programme Advisor, the incumbent will be responsible for the following:
Major Duties and Responsibilities:
Programming
- Support Government and WFP Cooperating Partners (CPs) planning and formulation of quality projects that address the underlying causes of food insecurity.
- Appraise project proposals and advise WFP Partners, relevant County Project Committees, WFP/Nairobi management and the National Project Steering Committee (NPSC) accordingly.
- Support the counties in environmental impact assessments of WFP supported projects
- Liaise with Government and WFP CPs to undertake field visits and review implementation of projects in order to ensure progress towards objectives.
- Review progress reports and provide feedback to project implementers.
- Collate information from various sources and develop regular project updates including Standard Project Reports(SPRs), and information for a database and website
- In liaison with the WFP Monitoring and Evaluation Unit, ensure the establishment and maintenance of a sound database.
- Support partners to develop capacity building programmes (workshops, training, exchange visits etc).
- Work with the service units (Procurement, Logistics, and Finance) to ensure that quality non-food items are purchased and supplied to the communities for effective project implementation.
- Support partnerships with other agencies (UN, NGOs, and Government) to improve project synergy and impact.
- Support the development of project implementation guidance materials.
- Ensure compliance with WFP’s policies, criteria and procedures.
Advocacy
- Ensure that Reports Officer and Public Information Officers are well informed of on -going Recovery activities.
- Organize field missions for donor/media/senior WFP management and ensure that WFP staff, partners agencies and GoK staff are informed provided sufficient and timely information.
- Prepare inputs for donor briefs.
- Attend and represent WFP in meetings and conferences at national and county levels
- Develop and sustain liaison with key professional and NGOs in the field of food security
Finance and Administration
- Review financial reports from partners to ensure quality before submitting to the Finance department.
Perform other related duties as required
Skills and Competencies
- Ability to support counties design and implement community based projects
- Experience and skill in environmental impact assessment
- Excellent communication skills – both written and oral in English and Kiswahili
- Skills in workshop facilitation
- Strong organization and planning skills coupled with good interpersonal skills
- Good analytical skills; resourcefulness, initiative, maturity of judgment, tact, negotiating skills
- Ability to work in a team, and establish effective working relations with peope of different nationalities and cultural backgrounds
- Flexibility in accepting work assignments outside normal expectations
Minimum Qualifications and Experience
- Post graduate degree in project planning and management from a recognized university
- Bachelor’s degree in the following fields; Agriculture, Agricultural Engineering, Animal Production, Range Management, Natural
- Resource Management, Agricultural Economics or Water Engineering from a recognized university
- License in Environmental Impact Assessment will be an added advantage.
- At least 5 years field experience in working at county level implementing community based development and relief activities
- At least two years of experience working at national level supporting ASAL counties in Kenya to implement resilience building activities using food aid or cash support
- Competency in MS Word, Excel, and PowerPoint
