Overview of the Organization

Project Summary


Improving resilience of pastoral communities in Garissa County of Northeastern Kenya to drought through sustainable natural resource management is a Project supported by the Intergovernmental Authority on Development (IGAD). The project seeks to build resilience of the pastoral communities to climate change especially drought by improving natural resources management.


Position Summary


FaIDA is seeking a qualified consultant or team of consultants specializing in conducting biodiversity assessments with a view of recommending best practices in biodiversity conservation and environmental protection. The consultancy is for a period of 30 days, beginning in Jan, 2015, and will include desk review work, field level primary data collection, collection of existing secondary data on biodiversity state, stakeholder consultations, data analysis, report writing, review and possible presentation of the findings to FaIDA top management.. The study will also include Biodiversity inventorying proposing conservation measure for critical biological resources endemic to the area, profiling community needs especially with regards to community shared natural resources for management.


Objectives Of The Assignment


The study aims at identification of mechanisms and specific interventions through which ecosystem systems and biodiversity values of selected sub-catchments drylands can be integrated in planning, decision making and investments specific to those addressing community livelihoods. The following are the specific objectives of the study:



  • Assessment of current status of biodiversity in the project area e.g. trends,

  • Evaluates existing inventories, where possible in terms of reliability, accessibility, completeness and present maintenance,

  • Describe major gaps in existing inventories.

  • Develop inventory of existing biological resources pertinent to the selected sub-catchments (Saka, Korakora, Ohio and Masalani),

  • Identify various forms of threats e.g. bio-depletion (species, populations) prevalent in the selected sub-catchments and the form that will induce adverse biospheric repercussions in all the sub-catchments,

  • Describe the biotic communities within the selected sub-catchments that may be environmentally stressed leaving them unduly prone to endangerment/extinction as well as their various ecological resilience mechanisms,

  • Establish linkages of thestudy findings to the local communities’ resilience and their livelihoods systems.


Consultancy Period



  • The consultancy firm or independent consultant will propose a team of at least two experts with the required competencies in NRM including Biodiversity, and in institutional / community development. Jointly the consultancy should be covering no more than 30 days unless an extension is granted. In case an extension is needed, the consultants will have to make a Request with full justification to Faida Management.


Deliverables



  • Initial work plan and proposal for the biodiversity survey outlining the proposed methodology and process of data collection and analysis that specifies:

  • A detailed methodology for implementation of the biodiversity (include samples size);

  • Draft data collection tools (within & outside the scope of this study);

  • An updated & detailed schedule for the biodiversity study.

  • Sampling techniques and sample sizes that will be consistently applied during the midterm review and final evaluation.

  • A final set of data-collection tools including guidance on how to use it in the field. This will be annexed to the final report.

  • Draft report of the biodiversity assessment for the feedback and comments FaIDA, including the Donor where necessary.

  • Presentation on the main findings of the biodiversity assessment at field level involving project teams, community representatives and local authorities and country level program teams as applicable

  • A final report in English not exceeding a length of 35 pages (excluding annexes) which includes (three hard copies and a soft copy on CD ROM):

  • Summary;

  • Introduction;

  • Background information/literature review

  • Methodology;

  • Findings of the biodiversity study.;

  • Conclusions and recommendations as per the findings.

  • Electronic annexes with the site-by-site raw data used for the analysis

  • Summary version of the final report to be shared with project stakeholders e.g. communities.


Qualification Profile



  • The successful applicant will propose a team that can provide adequate experience to conduct the assessment and that meets the following requirements:

  • Post graduate degree in related field (NRM, agriculture, climate change, development studies, M&E, etc.) relevant for the biodiversity assignment study.

  • Strong technical background in the field of NRM and environmental issues with demonstrated experiences in conducting research studies in the sector. The team proposed shall provide CVs that jointly demonstrate a mix of both technical NRM/rangeland experience as well as experience in institutional development and legal frameworks in a fragile states environment.

  • At least five years of hands on experience in conducting assessments and studies in the humanitarian and development sector with specific reference to NRM and rangeland management issues.

  • Familiarity with development programming related to NRM, environment and water conservation.

  • Good knowledge and experience in survey design, implementation of surveys and statistical data analysis is required.

  • Experience in interpreting satellite imagery.

  • Experience in the use of participatory appraisal techniques in data collection and analysis.

  • Previous work experience in and knowledge of the context of Northeastern region of Kenya is preferred.

  • A brief proposal for the biodiversity study with methodology and work plan (not more than 10 pages).

  • A sample of recently written report for a similar assignment.

  • Updated CVs for all consultants including relevant work experience and qualifications.
