It seems there is no room for class eight drop outs at National Youth Service (NYS) after attempts to lower the minimum entry requirements hit a snug after senators rejected a law that would have seen standard eight leavers join the Service.
The Senate Standing Committee on labour argued that by reducing the requirements for admission from 16 years to 14 years, that would interfere with the transition rate from primary school to secondary school.
Committee Chairman Stewart Madayo said enlisting 14 year olds was unconstitutional and they should be at least 18 years old.
“A 14 year old is still a child. Youth should join the NYS after Form Four because they would have matured,” the committee vice chair Martha Wangari is quoted by Daily Nation.
The nominated MP said the proposed law would end up promoting child labour. The senators observed that children will end up graduating from the service before they reach the employment age.
“We will have underage persons graduating if we allow 14 years olds to be admitted to NYS and they will not be able to carry out the mandate of the service,” she said.
