The County Government of Vihiga wishes to recruit competent and qualified candidates to fill the following vacant positions as provided under Section 44 and 63,65,66 of the County Government Act No. 17 of 2012.

Assistant Director Supply Chain Management – Job Group P (1 Post)

Terms of Service: Permanent

Requirements for Appointment

• Be a Kenya citizen


• Have a Degree in Supply Chain Management or its equivalent


• Be a registered member of Kenya Institute of Supply Management (KISM)


• Have served in Supply Chain Management for at least 5 years in the public /private sector in a senior management position


• Satisfy the requirement of chapter six of the constitution of Kenya 2010.

Duties and Responsibilities

• Advising the Chief Officer County Treasury on matters of supply chain management and policy


• Help in formulating, preparation of procurement policies and procedures for the County


• Assisting in preparation of procurement plans for the County


• Provide guidance ¡n overall supply chain management and policy


• Helping for smooth implementation and interpretation of the Public Procurement and Disposal Acts, 2005 Regulation and other statues


• Implementing e-government procurement strategies


• Assist in the sourcing for and implementing modern inventory management systems


• Prepare Tender documents in accordance with the public procurements Act


• 2005, implementing regulations and coordinate the entire tendering


• process


• Maintaining modern inventory management techniques and approaches

For a candidate to meet the requirements of Chapter Six of the constitution, one MUST have the following current clearance certificates:

• A certificate of Good Conduct from the Criminal Investigation Department (CID)


• A clearance certificate from the Higher Education Loans Board (HELB)


• A tax compliance certificate from Kenya Revenue Authority (KRA)


• A certificate from the Ethics and Anti-Corruption Commission (EACC)


• Clearance from any Credit Reference Bureau (CRB).

All applications should be accompanied by a copy of National ID Card, a detailed CV and copies of all relevant certificates and testimonials.
