Job Description
The Deputy Secretary will be responsible to the Chief Executive Officer /Secretary to the Board for the Management and Administration of the Technical and Support Services Departments.
Deputy Secretary Job Duties
- Implement the Boards decisions on Placement, Career Guidance, Quality Assurance, research and documentation;
- Oversee the Development, implementation and review of human resource and administration policies, regulations, procedures and strategies;
- Oversee financial management and reports, ICT, Human Resource, administration support and logistics,
- Corporate Communication, Supply Chain Management and Internal Audit;
- Coordinate sensitization of the public on policy and procedures relating to placement of students in universities and colleges;
- Direct career guidance and counseling to schools for teachers, students, parents and other stakeholders;
- Liaise with universities, colleges and other stakeholders in furtherance of the mandate of Placement Service;
- Coordinate collection and retention of data relating to University and College Placement as well as supervise research and documentation
- Prepare periodic management reports to support management in decision making;
- Oversee staff supervision, development and performance appraisal.
Minimum Requirements for Deputy Secretary Jobs in Kenya
For appointment to this position, a candidate must: –
- Have a Minimum Academic Qualification of a Masters Degree in any of the following disciplines or related area: Education, Finance, Management, Business Administration, Public Administration, Development Studies or equivalent qualification from recognized institution;
- Have through knowledge and deep understanding of the structural, legislative and regulatory framework of the
- Higher Education Sub Sector in Kenya and globally.
- A minimum of Eight (8) years in senior leadership and management position preferably in admissions and enrollment processes in the Higher Education Sub-Sector.
- Have a Certificate in Corporate governance or Strategic Leadership Development Program lasting not less three (3) weeks from a recognized Institution;
- Have demonstrated a high degree of professional competence, managerial and administrative capability;
- Be proficient in the development and maintenance of Management Information Systems.
- Have met the requirements of Chapter six (6) of the Constitution of Kenya on leadership and accountability.
Applicants should have clearance certificates from the following bodies:
- Kenya Revenue authority;
- Ethics and Anti-Corruption Commission;
- Higher Education Loans Board;
- A Licensed Credit Reference Bureau;
- Director of Criminal Investigation
