CBM is an international Christian development organisation, committed to improving the quality of life of persons with disabilities in the poorest countries of the world.

With support from Seeing is Believing (SiB), a collaboration between Standard Chartered Bank and International Agency for Prevention of Blindness (IAPB), CBM is seeking to recruit a Regional Programme Manager to lead its consortium partners in the implementation of the project.

Job Title:Regional Programme Manager, Child Eye Health

Location: Nairobi

Reports to:Regional Programme Manager, CBM AFE

Responsible for:Project Country Coordinators

Contract Start: Immediate

Contract duration:3 years (first four months constitute probation)


Job Purpose:

Responsible and accountable for the strategic leadership and overall direction for the effective delivery of the Standard Chartered Bank sponsored Seeing is Believing Child Eye Health Project for East Africa in Kenya, Uganda and Tanzania, efficiently coordinating with consortium members, implementing partners and relevant government offices to ensure the programme objectives are met.


Main accountabilities:

Strategic partnership management:



  • Develop and maintain an efficient and effective partnership between SiB program and implementing partners, relevant government institutions and the local and Regional Standard Chartered Banks

  • Organize annual meetings/workshops for the implementing partners and encourage effective networking and collaboration amongst them to enhance capacity building opportunities amongst the various levels of facilities offering child eye health services

  • Build and maintain meaningful working relationships with both government and key civil society stakeholders at national and regional levels in order to strengthen opportunities for advocacy and higher visibility

  • Represent CBM SiB in national and regional fora and serve as country level focal person for CBM SiB


Strategic program planning:



  • Based on program objectives:

  • Define the scope of Child Eye Health components of the program in collaboration with National Eye Care Coordination offices, consortium members and key implementing partners in respective countries

  • Facilitate the development of annual and three year detailed work-plan which identifies and sequences activities needed to successfully implement the program in a cost effective manner and ensure the objectives are met

  • Liaise with Project Country Coordinators to facilitate 6 monthly and annual review meetings with all key stakeholders in each country

  • Lead work to review and update the program strategy in each country, in line with changes/dynamics in the field and CBM global objectives and approaches

  • Ensure that CBM is appropriately accountable to children and the government of the country, and comply with all relevant laws related to child safeguarding

  • Identify all key risks, including security risks, related to delivering the program and its impact and support country teams to effectively manage these risks

  • Program management:

  • Ensure program partners execute activities according to their respective plans

  • Document project activities and ensure that all project information is appropriately secured and disseminated

  • Monitor the progress of implementation of all components of the program and make adjustments as necessary to ensure the project remains on track and is successfully completed

  • Establish a communication calendar to update stakeholders within and outside the consortium on progress and organise collaborative face-to-face meetings as necessary

  • Advice and support country teams to establish and maintain cordial and effective relationships with the relevant ministries and implementing partners


Financial management:



  • In consultation with the SiB Country Project Coordinators and implementing partners, the Project Accountant and CBM Regional Operations staff prepare annual program budgets and quarterly financial forecasts and monitor expenditure against these

  • Manage partner contracts/MOU and ensure partners’ compliance to the terms and conditions of the grant as agreed with the donor and CBM internal policies and procedures

  • Ensure respective country project components comply with statutory requirements relating to labour laws and taxation

  • Monitoring, evaluation and quality assurance:

  • Ensuring learning by the country program from relevant best practice, securing and monitoring implementation of relevant program approaches and standards, and assessing performance regularly against agreed milestones, activities, scheduled work plans, program objectives and indicators

  • Annually evaluate the outcomes of the project as established during planning

  • Ensure preparation of relevant information notes and documentation of the project

  • Ensure partners submit narrative and financial reports on time and review all reports to ensure tight coordination of the program across the countries

  • Ensure accurate, sufficient and timely flow of information and progress reports (narrative and financial) to the Regional Office and to CBM UK

  • Coordinate end of project evaluation with stakeholders


Program shared learning and growth:



  • Identify and discuss with the Regional Office issues arising from the ground for research, evaluation, impact assessment and dissemination of findings

  • Keep track of the learning emerging issues and represent CBM SiB


Professional Profile and Requirement

Essential:



  • University degree in one of the following fields; Social Sciences, Development Studies, Public Health, Education or other related field

  • Masters in Health sciences (preferably eye health) and or Project management will be an added advantage.

  • Minimum 5 years of programme management experience at a leadership level, with responsibility for large budgets, preferably in the area of eye health or in an NGO environment

  • Experience in coordinating a large consortium grant

  • Successful management of complex relationships with a variety of internal and external stakeholders, including providing management and advice from a distance

  • Demonstrate knowledge and experience of all aspects of programme and project management

  • Experience in dealing with a variety of Government ministries, local and international donor organizations, and other partners

  • Knowledge of disability and development issues, especially in comprehensive eye care programmes, an asset

  • Ability to understand and work with project budgets, forecasts and reports

  • Excellent computer skills especially word-processing, spreadsheets and email

  • Good command of the English and Swahili languages (both written and oral)

  • Excellent analytical skills

  • Proficient in use of computer based database management and presentation packages

  • Ability to influence high-level Ministry officials at sub-national, national and regional levels

  • Good experience in finance and administrative management

  • Good co-ordination and communication skills

  • Competency in working with partners and managing multiple stakeholders

  • Ability to prioritize work and meet deadlines

  • Ability to work with minimum supervision, high level of autonomy and flexibility


Personal Profile



  • Intercultural knowledge and sensitivity

  • Excellent interpersonal, diplomatic and conflict resolution skills

  • Team player and good communicator with a proven ability to motivate people

  • Good written and spoken English and Swahili

  • Ability to spend 30%- 50% of his/her time in the field to support partners
